A Bit of Background

The following backgrounds help summarize the author's views on both the general topic: Federal and more specifically Mask Mandates as it relates to that topic.

Brief Summary of Federal

This should be a fairly limited bills area for management the overall structures like highways, military, federal buildings, federal laws, and the like. However it has become the micro manager of all micro managers. They get involved in areas that no federal government should be involved in, and shift more power upward. This has led to each party trying to run over the other party in the eyes of the voters, all the while doing everything possible to maintain their power. They do this by holding onto all of the money, and claiming they know best how it should be spent. But they run debts so badly that no one should be looking to them as an example of anything other than the way to overspend and go further into debt.

Summary of Mask Mandates

It prohibits using Federal funds to impose mask mandates outside of healthcare settings.

Blog Summary

I don't think prohibiting Federal funding from implementing a mask mandate is a bad thing. The entity may impose the mask mandate with other funding just not Federal funding. And since this is specific to spreading of COVID19, Federal funding may be used for other mask mandating.

Prohibiting Mask mandates

This prohibits using Federal funds to propose, establish, implement, or enforce (directly or indirectly) the imposition of mask mandates or other face covering, or vaccination, to prevent the spread of COVID-19. It does exempt health care settings.

I'm good on not using Federal funding to establish, implement or enforce mask mandates. If an entity wants to implement a mask mandate they may do so but may not use Federal funding to do so. I'm not certain why health care settings are exempt as this is only to prevent the spread of COVID-19. I don't think health care settings implement masking, in general, to prevent the spread of other respiratory viruses; so not certain why they should be allowed to for this one. And I don't think that health care workers should be required to get a flu shot or a COVID-19 shot (shot/vaccine, whatever). I do think if someone is ill, regardless of where they work, they should stay home.
