A Blog about 88th Legislature Laws
The following backgrounds help summarize the author's views on both the general topic: Texas and more specifically 88th Legislature Laws as it relates to that topic.
Texas is truly a Republic. There are a multitude of items that to modify the state constitution must be modified. So there are times when Constitutional amendments are on the voting ballots. While I sometimes abhor the wording, the concept that all of those legally able to vote in Texas must vote on the change is a good one. And bills in Texas are generally short, making it easier for everyone to understand.
The blogs here will discuss the laws passed by Congress and signed into law, as well as those, passed by Congress and approved by the voters to become law. There are a multitude of laws and each time I post blogs I will notate here the current effective date if it is different from prior blogs. I am currently posting bills that took effect immediately - those bills total 336. I am currently posting regarding larger bills, so each blog covers a single bill.

SB 2196 - Identify and map aggregate production operations
SB 2294 - Texas Early High School Completion program and Texas First Scholarship Program

There seems to be deletion being made to take out private schools under these mandates, as well as removing the various locations. Now public schools must post warning signs of increase penalties for trafficking in a conspicuous place reasonably likely to be viewed by all school employees and visitors.
I wander if the effect of the signage was minimal at best. Whereas the cost of the numerous signs, and continued upkeep was higher.
The Texas Bureau of Economic Geology shall conduct a study to identify suitable locations for aggregate production operations and the land use policies of political subdivisions. They are to develop a database that maps the locations and is accessible to political subdivisions. This information needs to be updated at least every 10 years. There may be cooperation with the Texas Commission on Environmental Quality, Texas Water Development Board, and other state agencies, political subdivisions, or universities with access to information; as well as, federal agencies or privae entities.
Eligible institutions no longer need to be designated a research university or emerging research university.
