The following backgrounds help summarize the author's views on both the general topic: Texas and more specifically 88th Legislature Laws as it relates to that topic.
Brief Summary of Texas
Texas is truly a Republic. There are a multitude of items that to modify the state constitution must be modified. So there are times when Constitutional amendments are on the voting ballots. While I sometimes abhor the wording, the concept that all of those legally able to vote in Texas must vote on the change is a good one. And bills in Texas are generally short, making it easier for everyone to understand.
Summary of 88th Legislature Laws
The blogs here will discuss the laws passed by Congress and signed into law, as well as those, passed by Congress and approved by the voters to become law. There are a multitude of laws and each time I post blogs I will notate here the current effective date if it is different from prior blogs. I have worked my way through to the Transportation Code. The Utilities and Water Code will follow.

The districts for the Texas House of Representatives are confirmed from those used in 2022.
HB 1540 - 9 pages
The San Jacinto River Authority sunset is moved to September 1, 2035 and their board is expanded to 7 members. The term is shortened to 4 years. Their our grounds for removal of board members added.

The Upper Guadalupe River Authority sunset is moved to September 1, 2035 and the term of the board is shortened to 4 years. Their our grounds for removal of board members added.

Act is known as Texas Regulatory Consistency Act.
Unless expressly authorized a municipality or county may not adopt, enforce, or maintain an ordinance, order or rule regulating conduct that is covered by the Agriculture Code Chapter 1, Business & Commerce Code Chapter 1, Civil Practice and Remedies Code Title 5.
A person that sustains injury from a municipal or county ordinance, order or rule in violation of the following trade association representing the person may bring an action. The Sections are as follows:
- Agriculture Code Section 1.004;
- Business & Commerce Code Section 1.109;
- Finance Code Section 1.004;
- Insurance Code Section 30.005;
- Labor Code Section 1.005;
- Local Government Code Section 229.901;
- Natural Resources Code Section 1.003;
- Occupations Code Section 1.004;
- Property Code Section 1.004
There needs to be notice of the claim and there are rules around where and how these matters are to be handled.
HB 2568 - 3 pages
This is for a study of Carrizo cane on the international border. This is to determine the acreage it is taking up and the cost of eradicating it. The report was due January 1, 2025, and this act expired February 1, 2025.
