A Blog about 88th Legislature Laws

The following backgrounds help summarize the author's views on both the general topic: Texas and more specifically 88th Legislature Laws as it relates to that topic.
Texas is truly a Republic. There are a multitude of items that to modify the state constitution must be modified. So there are times when Constitutional amendments are on the voting ballots. While I sometimes abhor the wording, the concept that all of those legally able to vote in Texas must vote on the change is a good one. And bills in Texas are generally short, making it easier for everyone to understand.
The blogs here will discuss the laws passed by Congress and signed into law, as well as those, passed by Congress and approved by the voters to become law. There are a multitude of laws and each time I post blogs I will notate here the current effective date if it is different from prior blogs. I am currently posting bills that took effect immediately - those bills total 336. I am currently posting regarding larger bills, so each blog covers a single bill.

HB 568 - Peace officer training programs must now include training on how to manage/handle persons with Alzheimer's or dementia.

HB 568 - 3 pages
Peace officers already had to complete 40 hours of training program on de-escalation and crisis intervention. This must now include instruction on interacting with persons with Alzeheimer's and other dementias.
HB 608 - 4 pages
Fireworks sales are not authorized for counties to permit sale beginning 5 days before Diwali and ending at midnight on the last day of Diwali. And the Texas A&M Forst Service makes the determination regarding drought conditions prior to fireworks season. Specific times were already established for other times, and 15 days prior to Diwali is now added.
HB 639 - 2 pages
An organization that is not licensed to regularly conduct bingo may only receive up to 12 temporary licenses in a calendar year.
HB 1106 - 4 pages
This modification expands the individuals that may be certified as an acudetox specialist - dealing in acupuncture. And it sets the additional requirements, as well as, continuing education requirements.
HB 1133 - 3 pages
This modification deals with security act for those providing security services. This chapter does not cover security at a church, synagogue or other religious place of worship; or where an event sponsored or sanctioned by a public primary/secondary school is occurring.
When a peace officer provides voluntary security services, they may (provided their employer okays it) wear their uniform or another uniform and/or badge that provides the appearance of a peace officer. Any reimbursement for insurance for said service is not considered compensation.
