A Blog about 88th Legislature Laws

The following backgrounds help summarize the author's views on both the general topic: Texas and more specifically 88th Legislature Laws as it relates to that topic.
Texas is truly a Republic. There are a multitude of items that to modify the state constitution must be modified. So there are times when Constitutional amendments are on the voting ballots. While I sometimes abhor the wording, the concept that all of those legally able to vote in Texas must vote on the change is a good one. And bills in Texas are generally short, making it easier for everyone to understand.
The blogs here will discuss the laws passed by Congress and signed into law, as well as those, passed by Congress and approved by the voters to become law. There are a multitude of laws and each time I post blogs I will notate here the current effective date if it is different from prior blogs. I am currently posting bills that took effect immediately - those bills total 336. I am currently posting regarding larger bills, so each blog covers a single bill.

HB 1391 - Modified requirements for licensed residential wireman

HB 1363 - 6 pages
The real estate inspection recovery fund was repealed, so the code was modified to remove references to it.
HB 1391 - 5 pages
Set out requirements for be a licensed residential wireman. Previously they had to have 4,000 hour on-the-job training. Now they may have that or successfully completed a career and tech education program. And they still must pass an exam.
A career and tech education program rules are set out. And the fee for license renewal is waived if the individual is providing instruction in such a program.

Waterslides are not considered amusement rides if they are less than 200 foot in length; is substantially constructed from vinyl or vinyl coated polyester; and is not mechanically inflated.
HB 1759 - 3 pages
A set of rules for the sale of raffle tickets for charities. Seriously we need rules for this! Anyway .... They can be sold at home venues or rodeo venues, or through digital media. When being sold through digital media, the purchaser must be at the venue. They may not be sold on an Internet website or mobile app.
HB 1859 - 7 pages
Certification for air conditioning and refrigeration contracting is being modified. There will be reduced or waived renewal fees for those providing instruction through education programs.
For minors working in this field during training, they must always be supervised while they are a minor.
The bill goes on to detail what a career tech education program for air conditioning and refrigeration must include.
