The following backgrounds help summarize the author's views on both the general topic: Texas and more specifically 88th Legislature Laws as it relates to that topic.
Brief Summary of Texas
Texas is truly a Republic. There are a multitude of items that to modify the state constitution must be modified. So there are times when Constitutional amendments are on the voting ballots. While I sometimes abhor the wording, the concept that all of those legally able to vote in Texas must vote on the change is a good one. And bills in Texas are generally short, making it easier for everyone to understand.
Summary of 88th Legislature Laws
The blogs here will discuss the laws passed by Congress and signed into law, as well as those, passed by Congress and approved by the voters to become law. There are a multitude of laws and each time I post blogs I will notate here the current effective date if it is different from prior blogs. I have worked my way through to the Transportation Code. The Utilities and Water Code will follow.

HB 4415 - 4 pages
This Act was meant to ensure the transfer of real property from Health and Human Services Commission to Lubbock Regional MHMR Center d/b/a StarCare Specialty Health Systems. It has to be used in a specific manner, if it is not for more than 180 continuous days than it reverts. This time would not include renovation, construction or improvement days.

The Texas Water Development Board can study issues for communities with artificial drainage systems and prepare a written report for recommendations to address those issues.

A study on the formation of Texas Bicentennial Commission. The committee is 18 members; including 1 appointed by the governor, 1 appointed by lieutenant governor and speaker of the house, 5 senators appointed by the lieutenant governor, 5 members of the house appointed by the speaker, and 6 nonvoting appointed by governor. These last 6 have to have 1 from Fair Park, San Jacinto Battleground State Historic Site, the Alamo, the State Capital, or Washington-on-the-Brazos State Historic Site.
