Creating more debt and increasing taxes
Texas is truly a Republic. There are a multitude of items that to modify the state constitution must be modified. So there are times when Constitutional amendments are on the voting ballots. While I sometimes abhor the wording, the concept that all of those legally able to vote in Texas must vote on the change is a good one. And bills in Texas are generally short, making it easier for everyone to understand.
Courts and juvenile/adult detention facilities needs to be further broken down into, at least, 2 separate bond issues. This is like putting the roof replacement for a firehouse and adding a new library into the same bond. The two are not that closely related.
Alternatives to expanding the animal shelter need to be considered so that this does not because an on-going issue. Parks and open spaces are important but so are people not having to pay excessively for property taxes. Roads and bridges, well 380 should be covered more by federal tax dollars. It's not like the federal government is not already throwing around taxpayer dollars.

In total the bonds would be $683,374,764 - that is over 1/2 BILLION dollars.
