Proposition 6 - Just say NO.
Texas is truly a Republic. There are a multitude of items that to modify the state constitution must be modified. So there are times when Constitutional amendments are on the voting ballots. While I sometimes abhor the wording, the concept that all of those legally able to vote in Texas must vote on the change is a good one. And bills in Texas are generally short, making it easier for everyone to understand.
Creating Constitutional funds that the legislature appropriates taxpayer dollars to but does not have oversight in how it is spent. I could foresee 'scare tactics' being used to force the hand of the legislature to ensure it is funded at the amount the administrator wishes. After all it is a water fund. And there is never a need to worry when you remove the decisions to how money is spent to non-elected individual(s). I'm sure this will work out to not increase spending unreasonably, nor cause debt to be incurred in order to fund it.
